Telnet Client is not installed by default on Windows Vista. To install this feature, follow the step by step tutorial.
- Click on the ‘Start’ button, then select ‘Control Panel’, then go to ‘Programs and Features’.
- Select ‘Turn Windows features on or off’
- From the list/icon, choose the ‘Telnet Client’ option and then the ‘ok’ button
- A dialog box will appear to confirm installation., the telnet command feature is now be available

If you’re looking for something much more powerful, try PuTTY. It is a free telnet and SSH Client for Windows and Unix platforms. This is my favorite Telnet Client, one of the best, and its free!
