Google says no to traffic exchange programs

If you happen to be actively joining those link exchange programs to boost your blog’s popularity and hits then it is time to stop, Google officially announce that it is against Google policy for anyone to artificially boost their links, ranking and hits by joining these spammy link exchange website. Usually these spammers would email the webmaster and request for a link exchange, they’ll claim that they have a pagerank 3 to 5 website for us to choose from, note that usually these spammy website are blacklisted and any links found in these website would be flagged.
As many of you already know, our program policies strictly prohibit any means of artificially generating ad impressions or clicks, including third-party services such as paid-to-click, paid-to-surf, auto-surf, and click-exchange programs. These programs offer incentives for users to view web pages or click on ads, resulting in activity that is harmful to our advertisers. Google Official Blog
